We manage all projects using the Caltrans Local Assistance Procedures Manual (LAPM) system of document control and project administration, along with project specific funding requirements. Use of consistent and thorough standard construction administration practices will result in better quality of the oversight and complete documentation of the infrastructure built.
FE inspectors do more than just watch projects be built. They take an active approach to observation of the work by understanding and studying the contract documents, identifying potential areas of conflict, and managing those areas to put the Construction Manager in the best position to minimize risks to the agency.

Many change orders can result from a lack of coordination between various design disciplines. Items such as bidding requirements, scheduling requirements, construction sequencing, and startup responsibilities should be clearly defined in the specifications. A constructability review tailored towards the size, scale, and project timeline can help confirm that the project can physically be assembled as designed.
The FE's teams extensive public works experience provides for real world technical and operational experience necessary to achieve our client’s goals and expectations. Filippin Engineering has a diverse background in design of water, wastewater, storm drain, transportation, and pavement rehabilitation design projects, storm drain projects.
FE has extensive successful history in a variety of roles on local Public Works infrastructure projects, including Program and Project Management. Our range of public project roles shows the invaluable experience that we can bring, whether it is coordination with agency staff, client Departments, consulting professionals, regulatory agencies, or any other stakeholders, our specific experience and proven track record demonstrate the capabilities that we will bring to these assignments.
FE’s PM staff have gained their experience over decades in a variety of agency roles so the capability we bring is exceptionally well-suited to a wide variety of potential in-house assignments. Additionally, we have a range of levels from Principal Director level to Associate Construction Manager, and everything in between which means we can adapt to the context of the program or project, and assign the most appropriate level of PM staff. This creates a responsiveness and adaptability that will translate directly to the best-available quality of service at the highest-available value.
We offer a wide range of labor compliance services including labor compliance checks, labor compliance interviews for the prime contractor and subcontractors, review of certified payrolls, checking contractor postings for all specified posters, notices and wage determinations at the project site (Equal Employment Opportunity posters), and notifications of any observed labor non-compliances so that sanctions can be imposed per Caltrans policy (Construction Manual Chapter 8 “Labor Compliance”) or the project specification requirements.
Our team members are certified QSDs, certified QSPs, and CPESC certified. Depending on the designated risk level, water pollution control documentation, and BMP requirements of the project, we can provide services from tracking Contractor submitted documents, to preparation and upload of the documentation to SMARTS.
Performing CMIT services on agency projects ultimately exposes what we think is a common problem: lack of attention to detail in the technical specifications. We provide stand-alone specification writing services for agencies who are performing project design. We find the best “bang for your buck” is making sure that the scope of work and pay mechanisms for each bid item are well defined, and that the bid quantities in the bid sheet are adequately reviewed.
